What the 2026 NDIS Updates Mean for Plan Management

The National Disability Insurance Scheme has transformed the lives of many Australians with permanent and significant disability. To protect the Scheme for future generations, the Australian Government has announced new reforms focused on reducing fraud, slowing cost growth, clarifying eligibility and improving service quality. The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill is expected to be introduced following the 2026–27 Budget.

For participants, families and providers, these updates may bring changes to how plans are assessed, funded and managed. They also highlight the importance of reliable, transparent and participant-focused plan management. One key update is a stronger focus on “reasonable and necessary” supports. The Government has indicated that future decisions will be guided by clearer rules, more consistent assessments of functional capacity and stronger boundaries between the NDIS and mainstream services. Plan rollovers and unspent fund rollovers are also set to end. This means participants may need to monitor spending more carefully throughout their plan, making plan management support even more important. New framework planning is expected to begin from 1 April 2027. While details are still being developed, participants can prepare by keeping clear records, reviewing current supports and understanding how their funding is being used. The reforms also include a direct update to plan management. The Government plans to commission a panel of plan management providers to improve service quality, strengthen integrity standards and reduce fraud. This new approach is expected to begin from 1 October 2027, with a six-month transition period. For participants, this reinforces the need to choose a plan manager who is transparent, responsive and committed to compliance. A quality plan manager should explain budget information clearly, communicate with providers, check invoices carefully and help participants stay aligned with NDIS requirements. Fraud and non-compliance are also major reform priorities. Planned changes include stronger provider oversight, increased evidence for payments and improved claims systems. Plan managers can support these goals by reviewing invoices, questioning unclear charges and maintaining accurate payment records.
